California colleges agree on how to interpret in-state tuition law for undocumented students

Zaidee Stavely writes in an article on EdSource about the Systemwide AB 540 FAQ, a collaborative resource aiming to increase alignment in AB 540 implementation across all public and some individual higher education institutions in California. Twenty years after its enactment, this tuition equity law remained inconsistently implemented on different campuses by different practitioners, resulting in eligible students missing out on financial aid opportunities. Immigrants Rising united California’s public higher education systems – California Community Colleges, California State University, and the University of California – “to discuss and agree on answers to frequently-asked questions about the law.”
Nancy Jodaitis, Director of Higher Education at Immigrants Rising, said, “We lose that incredible brain power and colleges are losing enrollment.”
